Any economic operator must be registered with the EORI system (Economic Operators Registration and Identification System). An economic operator refers to a person who engages in activities governed by customs law during their business. The foundation of this system is a singular identification number (EORI number), which permits the use of only one identification number for all customs-related activities within the EU. Slovenian natural persons and business establishments do not require any requests to be submitted to get it. Slovenia decided that the number is the same as the applicable tax number with the prefix SI when this system was adopted. Operators from outside the EU are allowed to register with the appropriate government in any member state.

Entities that need an EORI number in Slovenia

It’s required for all Slovenian import-export companies. They must use it to identify trades or commodity movements across all EU member states and for declarations and papers. EORI numbers in Slovenia begin with SI, the country’s standard code, and a 12-digit number derived from the trader’s VAT number. Businesses not registered for VAT receive “dummy” EORI numbers. Branch or division registration isn’t allowed in Slovenia. Slovenian companies that aren’t economic operators may need it too. According to Annex A and Annex B of the UCC, this may be necessary if the national legislation of an EU member state requires registration or if the entity develops operations where the EORI number is needed. Legal entities in Slovenia may not always need it. This applies if customs officials deem it unnecessary and customs declarations are submitted temporarily. Customs authorities of each member state may set an annual cap on the number of customs declarations sent to Slovenia without a number.

Slovenian documentation needed for EORI registration

Companies must submit actual official documents containing information such as their name, address, date of incorporation, type of legal entity, contact details, and VAT identification number when applying for an EORI number in Slovenia. The declaration acknowledging that they were notified that publishing it is not required and the declaration stating that they did not submit a request for EORI registration in any other EU member state outside Slovenia must also be signed by the owners of the companies. Additionally, the signer must certify that they will promptly notify Slovenian authorities of any changes to their data. A letter of authorization for representation is required if the application is signed by a legal representative rather than the responsible person. All documents must also be translated into English on an official level.

Slovenia’s EORI registration process

The Ministry of Finance must receive an application for it from the responsible party or that person’s legal agent, along with any necessary supporting documentation. They will be emailed or faxed to the given number as specified in the completed form. When someone else has been permitted to act on behalf of the accountable person representing the company, further paperwork can be needed. The authorization for representation letter is contained in this supplemental document. The relevant country’s Chamber of Commerce may also issue the corresponding documents. The law mandates that another registration document that must be submitted is a copy of the TIR carnet and other additional information regarding the TIR carnet holder in cases where the carriage of goods is carried out by an authorized TIR carnet holder. Legal entities that are tax residents of nations outside of the EU are subject to these legal obligations. In Slovenia, the number can be issued within 24 hours. The time frame can be extended, but only if the applicant did not provide all the necessary paperwork.
